The purpose of Ornaments won't become clear until later in the game. The Errand, Nights of Lights, reveals that the Ornaments are Old World trinkets, used to celebrate various holidays, such as Christmas or St. Patrick's Day. On completion of the aforementioned Quest, any Ornaments you collect can be given to Stemmur in Hidden Ember. Once he has them, speak with him and you can choose a holiday from those you've gathered, and special holographic lights will fill the sky above the ruins of Las Vegas.
