Can a Gold 4 play with Bronze 1?
Can Gold Play Duo Queue with Bronze? Unfortunately, gold cannot play the duo queue with Bronze. An individual that is in the bronze tier can only play with other Bronze players as well as those in the Silver tier.
Currently, Valorant allows parties of up to five people of any ranks to queue together. Previously, players could only do this if they were within one rank (three tiers) of each other.
From Bronze to Diamond Tier, you can play with friends who are two Skill Tiers away from you in Competitive. So, a Gold ranked player may play with a friend in diamond, or a Bronze ranked player may play with a friend in Gold - although we don't really recommend this unless you're confident in your team's ability.

In terms of what those numbers mean, the skill level gets higher as the number gets lower, so Bronze 1 is the upper echelon of the Bronze rank, Silver 1 is the highest Silver rank, and so forth.
Is Bronze 1 good in Valorant? Well in Valorant's Competitive mode, Bronze 1 is the lowest rank in the Bronze division. This, of course, means that it's not good but it can be better easily. Don't be discouraged.

Can Gold 4 play with Platinum apex?
For example, if you're Platinum 4, you can't play with anyone below Gold 4. This system prevents low-rank players from getting into high-rank matches. While players were originally screwed and couldn't derank from Platinum rank, we now know that's changed with Season 13.
For parties, the highest tier achieved is considered for placing the party. When queuing together, players above Platinum can't queue with players two tiers below them. That means that Platinum players can only play with Diamond and Gold players in the ranked queue.
