Command™ Outdoor Products can also be used on smooth, sealed and finished surfaces including vinyl siding and fences, doors, windows, decks, gutters and trim. The Outdoor Product line is not recommended for use on rough surfaces, such as cement board, brick or rough-sawn wood.

Don't use household cleaners like wipes or sprays because they leave behind a slippery residue. Separate the strips and remove the black liner—it's the one marked "Wall Side". Now press the strip directly onto the wall where you want to hang your hook.
With a thin frame, it's best to apply the Command Strips on the backing instead of the actual frame (as long as it will be flush with the wall)!
Most surfaces have some amount of dust or grime on them. In order to create a good bond, adhesive strips need a fresh and clean surface to begin with. The best thing to do is wipe down the spot with some rubbing alcohol. It only takes a second and makes a huge difference.

The strips could be cut in half lengthwise but I am lazy. Then I remove the adhesive backing from the wall strips and press my frame to the wall, applying constant pressure for 30 seconds.
Stacking them will give the connection more play, so it will be able to wiggle more. It might droop a little too, and not stay straight because of the extra play.
I'd say 98% of the time they work but sometimes the surface isn't quite clean enough or flat enough to take them. Yes, I've been using them for pictures for over a year and had no problems.
