Certain outdoor property within Atlantic City has been deemed an “open container area” by the measure. That includes portions of the beach, boardwalk, and other areas within the city's tourism district where pedestrians are permitted to carry and consume open containers of alcoholic beverages.

Jersey Shore Local Open Container Rules
Nearly every New Jersey beach makes it illegal to bring open containers – or any alcohol – to the beach. With the exception of some of the beaches at Sandy Hook, you cannot drink on the beach at the Jersey Shore. Some shore towns are even more strict than others.
Walk around in the casinos and watch other people gamble. If you gamble regularly at a particular casino in AC, the casino will comp you free drinks and/or free meals and/or free hotel rooms, depending on how much of a high roller you are - but of course gambling isn't free.
Atlantic City Mayor Marty Small signed an executive order that will allow people to drink openly on the Boardwalk and at Gardner's Basin, and along several beach blocks.
“Alcohol of any kind has always been prohibited on the beach and boardwalk. In fact, there is already a sign at every street entrance to the beach. This new ordinance not only prohibits the drinking and/or open display of alcohol, but also says the mere existence of any kind of alcohol is prohibited,” Mayor Pete Byron.
Atlantic City does not have closing hours, and alcohol can be purchased at its casinos and local bars 24 hours a day. With the exception of Newark and Jersey City, the law forbids hard liquor packaged goods sales before 9 am and after 10 pm any day of the week.

According to the FAA, it's all about the alcohol content! Alcohol less than 24% alcohol by volume (ABV) or 48 proof, like most beers and wine: For carry-on you are limited to containers of 3.4oz or less that can fit comfortably in one quart-sized, clear, zip-top bag.
How much is a ticket for drinking on the beach in NJ?
Drinking alcohol on a beach is a separate offense from NJ's open container law. The exact fine and other penalties depend on the municipality and can range from $150 to as much as $2,000 in some towns, villages, and cities. Jail time is possible but community service is more likely in most cases.
Violators of the ordinance banning alcohol on the boardwalk or beach could face fines of up to $2,000 and potentially 90 days in jail.
Small coolers are permitted. However, coolers, barrels, and tubs that exceed 24" in length and/or have a capacity greater than 36 quarts are NOT permitted. A beach attendant or security officer may inspect your cooler for glass bottles and alcoholic beverages – neither of which are permitted on the beach.

Stay on the boardwalk Though the city is generally safe during the day, you shouldn't wander too far off the beaten path, especially after dark. Avoid walking behind the casinos and on the beach at night.

IT'S THE LAW
Drinking alcohol on the beach or in public is strictly prohibited. Do not feed the gulls or any other wildlife. Any type of fire or barbecue is prohibited at all times year-round. Never walk on the dunes.
We know that from a safety perspective “alcohol and water don't mix.” Many of our more serious incidents over the years have involved intoxicated beach patrons that do things after drinking that they would never do if sober.
Can you drink in a car in NJ?
New Jersey law prohibits any person from consuming alcohol while inside an operating vehicle. A person is presumed to have consumed alcohol if: An open container is found in the passenger compartment. Contents of the container have been partially consumed.
New Jersey's open container law (also known as the “open container” law, or NJ Statute 39:4-51b) requires all people in a vehicle, on a public street or place open to the public, to keep any container of alcohol closed and sealed. Any violator of this law may be fined up to $500 for having an open container of alcohol.
