What type of glue is best for making mosaic?
There are many brands of PVA glues. You know them as Elmer's, Tacky Glue, etc. The most widely used and preferred by mosaic artists is WeldBond.
Weldbond is considered the best PVA adhesive by many mosaicists. Non-load bearing can be used on mosaics that lie flat or have little weight bearing.
Squeeze a few lines of Gorilla Glue onto the empty space on the board. then use the brush to spread it evenly over the entire empty space. Move the first set of mosaic from the cardboard, setting them into the Gorilla-glued space. Continue moving, brushing & setting portions until you're finished.
To adhere the tiles to the mesh you can use Weldbond, PVA or Thinset (cement based adhesive). Weldbond and PVA glues are suitable for indoor environments only because the glue is water soluble. Thinset is also used when using transparent tiles / tesserae to hide the mesh.
Sometimes this involves blending one color into another, which can be tricky with mosaic tiles versus using paint. Notice how they blended the pieces in the project below. They glue down the pieces using either Elmer's Glue or E6000. Both work equally well.
Sturdy, well-built objects made of metal, wood, terra cotta, or concrete work well as base objects for a mosaic. The decorative mosaic pieces will adhere to just about any surface except items made from flimsy plastics that bend and bow.

Interesting facts about Roman mosaic making
Oddly enough, instead of using modern washable glue stick or similar, beeswax was used to glue the temporarily reversed mosaics and avoid any accidental undoing.
For outdoor and wet mosaics, thinset is recommended instead of adhesives. Thinset is a bonding mortar, which means it is a portland cement (the same as used in concrete) with polymers added to make it sticky and extra strong.
