Is Monte Carlo a good weapon?
Monte Carlo has proven itself to be one of Destiny 2's best Auto Rifles with the recent 30th Anniversary changes. With the nerfs to ability cooldowns, anything that bypasses your cooldowns has become infinetly more useful.

The Monte Carlo has always been one of those auto rifles that can either be incredibly good or that's nerfed to death by any meta changes. The introduction of Stasis serves as the former, providing an excellent opportunity to stack damage and wipe multiple enemies at once.
These are amazing benefits for an already solid 600 RPM auto rifle. The weapon's recoil direction does swing to the right, but once players get used to it, they will love all the benefits the gun brings to the table. For these reasons, the Monte Carlo is unquestionably A tier.

Praedyth's Revenge is the king of Rapid-Fire Sniper Rifles. This weapon's unique perk, Rewind Rounds, allows Praedyth's to output more rounds than a Triple Tap Sniper Rifle. This Sniper Rifle also dishes out a ton of damage for a Rapid-Fire Frame.
Markov Chain also gives Monte Carlo the damage boost it needs to serve you well in most PvE content, making this a fantastic all-rounder Exotic for all game types. It's especially deadly in the Crucible.
Is there a catalyst for Monte Carlo?
The only Monte Carlo catalyst is as follows: “Upgrade: Monte Carlo stays the same. You're welcome.” The catalyst requires 10,000 kills to unlock, and is a privilege to complete.

Monte Carlo is obtained via random world drops in Destiny 2 Shadowkeep. That means that you're not going to find a specific exotic quest you can go and complete to get this. Similarly, the Monte Carlo can't be bought from Xur, so for now you're going to have to try your luck with the RNG gods.

We hate to break it to you, but there's no guaranteed way to get hold of the Monte Carlo in Destiny 2 right now. It's a world drop, meaning there's always a chance it'll drop randomly from loot sources like the Raid, Strikes, Public Events and Crucible matches.
