The Safe is a small puzzle in Silent Hill 2. You'll find the safe in the first room you enter in the Blue Creek Apartments.
To open the safe, you'll need the code. Investigate the clogged toilet in the bathroom and pull out the clog. You'll find a wallet with the combination.
The safe contains Handgun Bullets x4. That's 40 bullets for the Handgun!

Of course, the arrows mean to move the dial to the right (clockwise) or to the left (counter clockwise).
Normal Difficulty

These are roman numerals. v = 5 and x = 10. The arrows indicate which way to push the analog stick. The combination is
16 >> 9 << 4 >> 16

The toilet memo will now add letters with number -- A-K. A = 10 and K = 20. So if you have a G, it will be 16.
